Capacity building training courses for the communities on forest protection patrolling and forestry legal regulations

From August 18, 2023 to August 23, 2023, the Center for Research and Consultancy on Resource Management and Climate Change Adaptation (CORENACCA) in collaboration with the Xuan Lien Nature Reserve Management Board, Thuong Xuan district, Thanh Hoa province organized 06 training courses with the following contents: Methods of using Smart mobile to collect field data in forestry law enforcement monitoring; Update regulations in legal documents related to forest management and protection.

Participating in the training courses, there were more than 120 people who are members of the forest protection team and rangers of 06 villages in the buffer zone of Xuan Lien nature reserve in Yen Nhan commune, Thuong Xuan district, Thanh Hoa province. This is an activity within the framework of the project “Strengthening capacity for sustainable forest management and livelihood development for ethnic minorities in Yen Nhan Commune, Thuong Xuan District, Thanh Hoa Province ” funded by the Embassy of the Federal Republic of Germany.

Based on the project training plan designed, the Project team coordinated with the Management Board of Xuan Lieu Nature Reserve to organize these training courses. The lecturer is a ranger, a full-time technical officer of the Management Board of Xuan Lien Nature Reserve, has re-evaluated the participants ability to use SMART Mobile in patrolling and protecting forests, and at the same time providing provide more updated information about applications, how to set up patrol activities, collect data automatically using SMART Mobile, update data, report patrol results, … to do patrolling and protecting forests in assigned areas.

In addition, the participants also had access to the main contents related to the management and protection of special-use forests: the contents of the Forestry Law in 2017 and legal documents related to the forest management and protection, updated regulations in sanctioning violations of the law in illegal logging and transportation of forest products, etc.

Through the training courses, trainees have been strengthened and equipped with basic and necessary knowledge and skills about the guidelines, policies, laws and documents related to forest management and protection, forest fire prevention and sustainable forest development, application of scientific and technical advances in patrolling and monitoring forestry law enforcement.

Previously, on August 16, 2023, the CORENACCA Project team has cooperated with the Xuan Lien Nature Reserve Management Board also held a workshop. “Consultation to get comment for draft of the handbook on management and protection of special-use forests” with more than 40 people representing the forest protection team and the residential communities of the buffer zones of Xuan Lien Nature Reserve. With the aim of contributing to supporting communities, households and individuals to perform well in forest management and protection of special-use forests, this handbook has been compiled as a guide to a number of regulations. regulations on management and protection of special-use forests for households, individuals and communities in the buffer zone of Xuan Lien Nature Reserve.

Within the framework of the Workshop, there were many discussions and comments from delegates for the content of the handbook to be suitable for the concerns and conditions of the community so that the author group could supplement and continue to complete and improve the document well before publishing.
