Planning for REDD and authorize for Vietnam Ministry of Agriculture and Rural Development to sell carbon in the North of Center Vietnam

From October 24th to October 26th, 2018, Thanh Hoa project management board of “2nd phase of REDD + preparation for REDD + implementation in Vietnam” (FCPF-2 project) in Thanh Hoa province In cooperation with People’s Committee of Quan Hoa district, Thanh Hoa province has organized 5 media conferences on emission reduction scheme in the North of Central Vietnam and authorize the right for MARD to sell carbon in the period of 2019-2024 (ERPA) for 100 officials representing leaders Land Officers, Farmers Association, Women’s Union, Youth Union and representatives of 05 Villages of Muong Min, Na Meo, Son Dien, Son Ha, Son Lu , Quan Son district, Thanh Hoa province

The purpose of the conferences is to introduce to the content delegates of the ERPA to strongly promote the interest of local authorities and people to ERPA as a basis for deployment in 2019 in the Districts.

At the conferences, representatives of Thanh Hoa FCPF-2 Project Management Board and Thanh Hoa Fund for Forest Protection and Disaster Prevention (Thanh Hoa DARD) introduced some key contents of the ERPA. as bellows

  • The role of forests in responding to climate change in Vietnam.
  • The overall goal of the ERPA is to address the causes of deforestation and forest degradation, promote sustainable forest restoration and management, and contribute directly to Viet Nam’s commitment to reduce emissions
  • Specific Objective: Reduce emissions by approximately 26 million tons of CO2 (2018-2024) through deforestation and forest degradation control, and increase forest carbon stocks; Creation of financial resources to support the implementation of Sustainable Forestry Sector Development; Promote sustainable forest management and increase forest carbon stocks; Strengthening of forest governance, forest law enforcement and VPA / FLEGT; Improving forest-dependent livelihoods. Four main tasks will be implemented in six provinces in the North Central Region, including:

The first task: Building the necessary conditions to reduce emissions from deforestation and forest degradation, strengthening forest carbon stocks: completing policies, regulatory frameworks and coordination mechanisms; Enhanced enforcement of Natural Forest Changing policies

Second task: Promoting sustainable forest management and enhancing forest carbon stocks: Managing and protecting 917,233 ha of existing natural forest; Increase forest carbon stocks (37,512 ha converted, 27,750 ha reforestation large timber); Zoning for natural regeneration (56,500 ha) and enrichment of poor natural forests (31,710 ha); newly planted PF, SUF (17,573 ha)

Third Task: Promoting Agricultural Adaptation to Climate Change and Sustainable Livelihoods for Forest-dependent People: Improving Agricultural Production Adaptation to Climate Change: Diversification and Sustainability Livelihoods for people who depend on forests.

Fourth Task: Project Management and Emissions Monitoring: Project Management and Coordination; M & E, including monitoring, safety and improvement of forestry information; Communication Project on Reducing Emissions in the North Central

Through the conferences, delegates were well aware of the content of the ERPA, particularly understanding of the ERPA benefit sharing plan, such as the sharing of carbon benefits from results-based sources of revenue publicly. Transparency through consultations with all stakeholders, especially local communities, identifies key stakeholders such as: forest dependent communities, households Poverty is the most important forest user and is often affected by poverty.

Management boards of protection forests, special-purpose forests and forest companies which are managing protection forests, special-use forests and natural forests being production forests; Enterprises, cooperatives, CSOs, NGOs, etc. These are useful information for delegates to communicate to the community participating in the ERPA registration, contributing to the successful implementation of the ERPA. section 2019-2024 in Quan Hoa district in particular and Thanh Hoa province in general.
